Circus activity is a form of organization of stage art, covering genres related to the ability of a person to go beyond the usual for the human body. The circus performance, as an artistic whole, is a number multi-genre structure and has the form of a performance. In this case, each of the rooms must contain one or more tricks that should amaze the viewer. For the past 20 years is the restructuring of the management institution "the Russian state circus company". The branch management system is adapting to the new economic and legal environment. Currently, there is no clear understanding of what should be the management system of regional branches. This paper examines the current model of management of regional branches of "Russian state circus company," which at the moment is not effective, as 80 % of artists work on commercial terms, and only 20 % work in the "rosgostsirk". It is therefore proposed that a new model of management of regional branches, namely, the separation of the Perm branch of the system "unique", removing it from the jurisdiction of Moscow, and transfer it to the jurisdiction of the Perm territory. With the introduction of this model, the Perm circus will improve its financial situation, and will cease to depend entirely on Moscow.
