Model of Teacher Growth at the Municipal Level

The theme Model of Teacher Growth at the Municipal Level is conditioned by introduction of the National System of Teacher Growth in Russian Federation and by lack of organizational and substantive mechanisms for solving the problem at the local level. The goal of the project-research work is to develop and test the Model of Teacher Growth at the municipal level. The analysis of the leading educational systems according to PISA, OECD, TALIS and 45 regional passports "Teacher of the Future" in the Russian Federation made it possible to identify universal components of teacher growth, which became the basis of the Model: Student Teachers, Active Professional Communities, Professional Growth Incentives. The Model was tested in the project on the basis of the municipal center for information and methodological supply. The project carried out research (educational needs of teachers, social capital of educational organizations, ICT-competence of teachers, the researches of the Institute of Education (National Research University Higher School of Economics) on financial and non-financial motivation and effective contract) and implemented new principles in teacher training: peer-to-peer learning, renewal of educational programs for continuing professional education, encouragement of the professional communities, improvement of teacher support form. The Model is universal and can be implemented in other municipalities of the Russian Federation. The conclusions are summarized in methodological recommendations.
