The goal of this work is to develop a model for transforming the wage system of administrative and managerial personnel adapted to the realities of a modern federal university, based on creating a competitive environment. The main task planned to be solved with the successful implementation of the developed methodology is to increase the level of interest of administrative staff in the successful activities of scientific and pedagogical workers, as a result - improving interaction, and therefore - improving the overall system performance, which is reflected in the strategic development indicators of the university The paper considers possible mechanisms aimed at developing a management system from the point of view of increasing the efficiency of the university administrative and managerial staff; Critical situations for the development of the organization are analyzed when the interests of large leading stakeholders are not satisfied due to the incorrect model of interaction between different departments, including service departments. At the stage of pre-project research, the models used in universities in Western Europe, the CIS countries, and the Baltic states are examined; analyzed the current state of the human resource management system of the Immanuel Kant Baltic Federal University, outlined the methods used to stimulate university employees to work effectively, examined the features of the interaction of scientific and pedagogical workers and administrative and management personnel, analyzed their working conditions, identified difficulties and internal constraints that are important University development point of view. In accordance with this, the objectives and criteria for the success of the development of a model for increasing the efficiency and motivation of administrative staff in the conditions of transformation of the wage system of employees of the Federal University As a result of the project activity, a combined model has been developed that allows us to create, within the university, taking into account external economic factors, a competitive environment and working conditions for employees of the administrative and managerial staff, meeting the maximum interest and dedication of the employee due to the coincidence of his personal interests and areas of self-development with interests and vectors organization development; the principles of labor promotion and stimulation are formulated; criteria for an effective contract for employees of the administrative and managerial staff of the university are proposed, the testing of which will significantly increase the return on human resources; a mechanism is proposed for the gradation of incentive payments according to the model “functioning - project activity - development”; an analysis is made of the compliance of the selected model with certain evaluation criteria; weights of the criteria for an effective contract are determined.
