Practices of Effective Positioning of the Leading Universities of the Siberian Federal District in the Conditions of Intensification of Educational Migration

The study is a comprehensive analysis of the current migration flows of young people in the Russian Federation, factors of the current situation and effective models of regional universities in such conditions. The work has a research character, and consists of three interrelated sections. The first section sets the general context of the study: it provides modern approaches to assessing educational migration, its specifics in relation to other types of population movements, analyzes the problem of the subjectivity of universities and their ability to influence the growing migration flows of young people in the face of negative external factors. The second section analyzes the trends of regional socio-economic development in Russia, provides an overview of the motivation of applicants to migrate from their settlement or region. Based on the original data of the selection commissions of the leading universities of the Siberian Federal District, an analysis of the redistribution of flows of applicants between regional higher education systems is carried out, the mutual flows of applicants between competing regions are studied.  In the third section, the successful cases of leading regional universities are structured and summarized under the current conditions, a classification of possible options is proposed: “university for the region”, “frontier university”, “corporate university”, “niche leader”, “new formation university / world university” . Within the framework of the proposed classification, one or another regional university is analyzed, the success factors of the implemented strategies are revealed, the problems of the effectiveness of the influence of regional universities on the structure and directions of interregional educational migration are examined. The study first introduces into scientific circulation the data of the selection committees of leading Siberian universities collected from 2011 to 2019: first of all, the structure of applicants for undergraduate, specialty and master's programs in regions and countries, quotes from expert interviews by rectors of leading Siberian universities federal district, successful cases of regional universities are structured and analyzed to influence the direction and structure of interregional educational migration Keywords: educational migration, socio-economic development, Siberia, regional educational systems
