Visions for Higher Education Organizations in the South Bashkortostan Agglomeration

The issue of modernization of the higher education system in the South Bashkortostan agglomeration is considered. A number of works are devoted to the study of the mechanisms of influence of universities on the regional environment, the transformation of universities' development models. The authors provide a sufficient number of examples of the positive influence of universities on the socio-economic development of regions, analyze the relationship between the effectiveness of regional higher education systems and the pace of economic development in the region. In the work on higher education organizations of the South Bashkortostan agglomeration, performance indicators are established, the migration flow of agglomeration applicants and university graduates is analyzed. Based on the revealed data on the performance of universities, as well as the activities of organizations of secondary vocational education, a survey of representatives of employers, branch managers and representatives of municipal authorities, scenarios of the development of higher education organizations in the South Bashkortostan agglomeration are proposed. For each of these scenarios, the conditions restricting development are indicated, the risks of the implementation of these scenarios are analyzed, opportunities and prospects for improving the activities of higher education institutions are presented. Based on the selected criteria, a scenario is determined that provides the greatest contribution to the development of territories, an action plan for the implementation of this scenario is presented.
