Assessment of the quality of postgraduate education allows to establish compliance with the goals of postgraduate education. The quality score affects the motivation of all actors. The main goal of postgraduate education is to reproduce scientific and pedagogical staff. The normative goal of postgraduate programs is to train highly qualified personnel. Understanding the goals of postgraduate education is controversial. Evaluation of the quality of graduate students in the form of the share of dissertations defended by graduate students in time, does not check whether the set goals have been achieved. It does not take into account the needs of those interested in the results of postgraduate education. The break between the goals of postgraduate programs and the existing assessment of the quality of postgraduate programs is an insufficient motivator and one of the barriers to the development of modern postgraduate studies. The study was conducted on the basis of the vision problems of the modern graduate school heads of departments of graduate studies in universities, and graduate students, and academic leaders. The study reveals the features of assessing the quality of postgraduate students studies taking into account the perception of the needs of actors. Identified barriers to the development of the contemporary Russian graduate school in conformity with the objectives of the graduate school the evaluation of the quality of postgraduate education tailored to the needs of stakeholders. The possibilities and directions of reforming the national postgraduate school are revealed.
