The Internationalization of Higher Education in Japan: Shifting Practices of Kokusaika

Internationalization (or kokusaika in Japanese) in the field of higher education is understood to mean a process in which the goals, functions, and organization of the provision of educational services acquire an international dimension. Nowadays the internationalization of education has become one of the essential policies of leading countries. In Japan, the internationalization of higher education has become widely recognized as a key factor in addressing the challenges of globalization. This paper explores the strategies that the Japanese government practiced in the initial period of internationalization of higher education, and how they changed over time, reflecting changes in the attitude of the Japanese towards internationalization and globalization in general. The purpose of the research is to find out the nature and potential of the internationalization of higher education in Japan. We seek to analyze which components of internationalization are most productive and what potential opportunities it can give the Japanese higher education system in the future. The scientific novelty of the paper is a comprehensive study of Japan's strategies for the internationalization of higher education, conducted by both the government and universities. The pros and cons of specific initiatives and projects proposed to promote internationalization were identified, and their effectiveness was established. In addition, the main systematic problems associated with the internationalization of higher education in Japan were determined as well. In this study, we aim to analyze which components are most productive and what potential opportunities it would provide for the Japanese higher education system in the future. The results of the paper may reveal the importance of implementing the internationalization policy and strategy in Japan for other countries and become a theoretical base for further research.
