Mechanism of Government Support of the Development of Human Resources in Science, Technology and Innovation: World Practices

The thesis begins with Introduction and is followed by Research Question and Methodology. Chapter 1 outlines the theoretical concept on the topic of human resource development in STI, describing main policy instruments and major challenges linked to the development of human resources in STI. At first, overview of definitions will be provided. Then, the concept of policy will be presented, followed by the summary of main policy instruments that are applied to boost the development of human resources in STI. At the end of this chapter the key challenging aspects regarding the development of human resources in STI will be outlined. In the Chapter 2 the analysis of mechanisms of government support of human resources in STI is performed. In accordance with methodology the following countries were selected for case study - China, Germany, Russian Federation, United States of America and United Kingdom. The profiles include background, overview of country’s rank, analysis of policy initiatives included in the category ‘Human resources for research and innovation’ in STIP Compass that met the selection criteria. The description of initiatives will indicate its objective, the responsible organizations, beneficiaries and main policy instruments. It will be followed by the overview of policy trends at the end of each country’s profile. As the result of comparison of profiles, the recommendations concerning the areas of improvement of mechanisms of government support of the development of human resources in Science, Technology and Innovation will be stated for Russian Federation.
