Analysis of the Application of Cluster Theory on the Example of International Companies and the Use of Foreign Experience in Russian Enterprises

At the present stage of development of the world economy, it is precisely the cluster economic model that is accepted as fundamental for all economically developed countries. However, each of them, whether in America, Europe or Asia, builds its cluster policy and involves both large companies and small businesses, based on realities and taking into account their specific characteristics of economic development. This study is aimed at identifying the conditions, methods and means of applying cluster policy in foreign countries. The work will use a mixed methodological approach. The methods and conditions for the formation of clusters with the involvement of business, the principles for the participation of regional and state government bodies and the results of the cluster policy of leading countries will be collected, summarized and analyzed. The generalized models for constructing clusters of the USA and European countries and their features will be analyzed. The experience of application and the achieved results of cluster policy in the Russian Federation are summarized. The conclusions made on this basis will contribute to a more accurate assessment of opportunities and the selection of optimal ways to apply cluster policy, relying on the more active participation of Russian companies in its implementation in the Russian Federation.
