Problems of Attracting Applicants to Regional Universities (Example of Kaliningrad)

This paper discusses the problems of attracting students to regional universities. Due to the current trend towards higher education and career development, a large number of regional school graduates are moving to major cities to study at prestigious universities. The paper describes various theories, models and principles of functioning of modern educational organizations.
