This study aims to identify personal and labor motives that guide civil servants in the public service. The paper analyzes the goals, functions and tasks of the state civil service, defines the specifics of the activities of civil servants, and studies the process of activity and its components. We also examined the main components of labor motivation. For the study, a questionnaire was prepared for civil servants, consisting of motivation tests by A. Maslow and V.I. Gerchikova. The analyzed data allowed us to consider the relationship between the two approaches (personal and labor) and draw useful conclusions on this topic.
