Constitutional Framework in Russia: Municipal Aspect

Currently, the constitutional framework in Russia is undergoing changes in the structure of public authority. One of the key problems in the process of reforming both in the field of central and municipal governments is the search for such ways of organizing a governance system that would ensure its most effective functioning. Despite the fact that the reforms of local government in 2010-2019 were the subject of wide academic discussion, the constitutional reform of 2020 caused a new round of wide public discussion about the role of local self-government in a modern democratic state. Discussion and research of the constitutional framework is of particular importance for determining the optimal ways of organizing the system of public authority in the state, as well as identifying the most and least effective existing public affairs management practices. The object of this study is public relations in the field of public administration and public relations in the field of local self-government. The subject of this study is the Russian legal framework in the field of authority organization and local self-government, as well as the historical experience of Russia in organizing its public authority system. The main goal of this work is to analyze the problems that occur in the process of practical implementation of the democratic principles of local self-government in Russia, as well as identifying possible ways to overcome these problems within the framework of Russian law, taking into account current political situation and the historical ways of Russian constitutionalism.
