The Policy of Digitalization of School Education in Russia from 2016 to 2020

Digitalization of education is one of the key directions for the development of the educational system in the next few years, or even decades. A significant role in the successful implementation of changes that have become a requirement of the modern time is played by the education reform strategy adopted at the level of implementation of educational policy. It is the choice of this strategy that determines the prospects for the development of education, performance and competitiveness in the world. The low effectiveness of education digitalization programs both in Russia and abroad is often caused by contradiction between the tools and mechanisms chosen within the policy for its implementation and the capabilities of teachers at the level of real educational practices. Within the framework of the theoretical and methodological approaches to integrating technologies into education and forming a digitalization policy, the factors that influence the process of implementing digital tools in education at the teacher level were identified, and on their basis, the opportunities and limitations of the digitalization policy of education in Russia in secondary schools were determined. The work also resulted in the development of recommendations for decision-makers in the field of education management.
