The Export of the Healthcare Services within the Framework of the "Healthcare" National Project

The presented research reveals the main approaches to the development of Russian medical services exports. Improving the mechanism for exporting medical services is an important strategic direction defined by the decree of the President of the Russian Federation dated 07.05.2018 N 204 "on national goals and strategic objectives of the development of the Russian Federation for the period up to 2024". To increase the export of medical services, it is necessary to identify the main factors that affect the volume of exports of medical services. The study included a sociological survey, in-depth interviews, and statistical methods. The questions for the sociological survey were formulated taking into account the results of the analysis of theoretical and empirical concepts. It was found that the main barriers that restrict the export of Russian medical services include: low awareness abroad about the Russian medical services offered, as well as clinics and specialists, problems in infrastructure and service development, insufficient knowledge of foreign languages, and difficulty in obtaining a visa for treatment; the lack of mandatory accreditation of MO in accordance with national or international standards; not developed and approved the regulations on interaction of the medical organization with foreign patients, profile and assitsance insurance companies; there are no requirements for tele-health services to foreign patients; there is no single electronic health record systems; difficulties in collecting statistical information on foreign-treated patients; no developed system of insurance of professional liability of doctors. Based on the identified factors, the study developed promising areas of state policy, the implementation of which will increase the attractiveness of Russian medical services in the international market.
