Analysis of Regional Вifferences in the Use of Measures of State Support for the Preservation of Historical Memory and Recommendations for Reducing Barriers to Access to Them

The master's thesis was carried out in order to determine the causes of regional differences in the use of measures of state support for the preservation of historical memory. The theoretical part of the study reflects the historical component and current trends in the development of state support for the preservation of historical memory, gives an idea of its forms and levels, based on the current Russian legal framework. In the empirical part of the study, regional differences in the use of support measures were analyzed using indicators developed on the basis of monitoring of the subjects of the Russian Federation in the direction of "Patriotic education of citizens". Using the ranking methodology based on the calculated indicators, it was possible to identify regional differences and make a rating of the subjects of the Russian Federation on the level of use of state support measures in the six blocks of the system of Patriotic education of citizens. Based on the final ranking, the regions of the Russian Federation are divided into groups of leading regions, regions with moderate achievements, and regions with the highest growth potential. The research also focuses on identifying barriers that create insufficient use of state support measures, so a significant part of the dissertation is devoted to analyzing the results of in-depth interviews with the heads of regional Patriotic organizations (associations). Based on the results of the calculated and qualitative parts of the study, recommendations were made to reduce barriers to access to measures of state support for the preservation of historical memory.
