Assessment of Social Efficiency of Public-Private Partnership in the Sphere of Construction of Social Infrastructure on the Example of Preschool Educational Organizations

In this master's thesis, the question of assessing the social effectiveness of projects in relation to the construction of preschool educational organizations, implemented on the basis of public-private partnership agreements, municipal-private partnerships, concession agreements, was considered. The presence of a high-quality social infrastructure that meets modern requirements is the basic condition for the effective functioning of the educational system, and therefore significant budgetary and private resources are involved in this infrastructure. At the same time, assessing the social effectiveness of such projects is difficult due to the fragmented approaches, the lack of a unified methodology, as well as significant options for assessing social indicators. The state, as a party to an agreement on public-private partnerships, municipal-private partnerships, and concession agreements, needs to evaluate the effectiveness of the funds invested in the project and have information on what social effect the construction of a preschool educational organization in a particular subject can bring. In order to study this issue, the regulatory legal framework governing the procedure and conditions for concluding an agreement on public-private partnerships, municipal-private partnerships, concession agreements was considered, the differences between these agreements are described, the foreign experience of implementing public-private partnership projects, the level of its development in regions of the Russian Federation, analyzed the projects implemented and being implemented on the basis of public-private partnerships, municipal-private partnerships, concession agreements regarding pre-school educational organizations, including the social indicators used, examined the approaches and positions of Russian and foreign researchers to assess the social effectiveness of projects in relation to social infrastructure, implemented on the basis of public-private partnership agreements, municipal-private partnerships, concession agreements, also reviewed and evaluated The state of preschool educational organizations in the Russian Federation as a social infrastructure of the regions has been assessed. After the analysis, social indicators were identified that could be affected by an increase / decrease in the number of preschool educational institutions, the number of pupils in them, and a methodology for calculating them was proposed, and then this methodology was tested using the example of the Yamalo-Nenets Autonomous Okrug, in which 13 public-private partnership projects are being implemented in relation to this type of social infrastructure. Based on the study, there were made relevant proposals to continue work towards assessing the social effectiveness of public-private partnership projects in relation to the social infrastructure of preschool educational organizations.
