Development of Sustainable Innovative Entrepreneurship in the Urban Environment

If the motto of the twentieth century was productivity, labor efficiency, automation and capital, then with the twenty-first century came the so-called "green trend" of economic development. The trend appeared in 2000, when 193 UN member States defined the so-called Millennium development goals, which were later transformed into 17 sustainable development goals. Currently, the most advanced companies in developed and developing countries conduct their own social and environmental policies, as well as embed compliance with sustainable development goals in their strategy. In this way, companies are striving to create not only profitable, but also sustainable and long-term business. This research is devoted to the study of the phenomenon of environmental responsibility of innovative entrepreneurship. The main mechanisms of state regulation and control of companies ' activities in the field of environmental responsibility in Russia and abroad are highlighted. The article presents proposals for improving the existing system for stimulating environmentally responsible activities of companies in the Russian Federation. The main goal of the study was to find new ways to develop environmental responsibility among companies engaged in innovative activities. To do this, the existing barriers and motivating factors of companies ' transition to an environmentally responsible business were identified. It was done by in-depth interviews with representatives of large, medium and small businesses, as well as by frequency analysis of materials from round tables and forums dedicated to ecology and environmental responsibility. The identified barriers and motivating factors were divided by the nature of their sources into three groups: political, investment, and ideological. To each group of factors directions for the development of environmentally responsible entrepreneurship were proposed. Each of these areas is intended to reduce or eliminate the barrier effect in the group, thus amplifying the effect of the identified enabling factor. As a tool to determine the direction of development for a specific object – a company, an economic zone, or a city – the author's model of assessing the level of development of the environmental responsibility of the object was proposed. A variant of organizing an environmental management system (EMS) on the site was also provided. Due to the fact, that the study was devoted to the development of environmental responsibility in the field of innovative entrepreneurship, the special economic zone (SEZ) "Dubna" was chosen as an object. “Dubna” is a part of the SEZ group of Russia. Each SEZ is a concentration of Russian and foreign innovative industries. Only 2,500 companies can be officially considered as environmentally responsible in the world. As a result of the study, it was revealed that if the SEM can be tested on the territory of the Dubna SEZ and then scaled to other SEZs, Russia can become the leader in the number of environmentally responsible companies in the world.
