Methodology for Assessing the Quality of Medical Activity from the Point of View of Personnel Management

The volume of the final qualifying work is 58 pages. In total, the work contains information from 41 sources. Key words: assessment of medical activity, management of medical personnel, quality of medical activity. In this work, medical organizations are the object of research. The subject of the research is the personnel management system. The purpose of this work is a scientific and practical study of the features of the personnel management system in medical organizations. This work consists of an introduction, two chapters, a research part and a conclusion. The relevance of this study lies in the fact that it is very important in any medical institution to establish a personnel management system, since employees must be directed in the right direction to provide prompt and high-quality medical care. However, there are many problems in this area in the form of bureaucratization, corruption, lack of jobs and low wages. In Russia, they are trying to solve the financial issue in favor of doctors. So, in April 2020, after the speech of the President of the Russian Federation, incentive payments were adopted. However, the issue of the distribution of competences and effective management of medical personnel is considered new for Russia, since in many hospitals, the chief doctor often decides everything, however, he physically does not have enough time to cover a huge amount of information and competencies. The features of the topic will be considered on the example of the Mozhaisk central regional hospital, which is, first of all, one of the leading and largest medical institutions in the Mozhaisk region (70,869 people). In addition, the Mozhaisk CRH is the only institution on the territory of the Mozhaisk district that accepts patients with coronavirus infection. The scientific novelty of the topic under study lies in the fact that at the moment, scientists covered only the general provisions for the implementation of innovations in personnel management, however, no one considered them taking into account the new coronavirus infection, the presence of incentive payments, as well as the lack of labor. The first chapter highlights the theoretical foundations for assessing the performance of medical personnel. The second chapter is devoted to the study of the features of the personnel management system using the example of a public hospital. In the conclusion, conclusions are provided on this work, based on the goals and objectives that were originally put forward.
