Evaluation of Efficiency and Effectiveness of Universities: Case of Omsk State Technical University

The work is devoted to the problem of assessing the effectiveness and efficiency of regional universities in conditions of limited resources on the example of the case of Omsk State Technical University. At the stage of pre-project research, an analysis of the educational activities of the Omsk State Technical University was carried out, taking into account its resource state. The internal limitations and advantages of the university in the educational services market are revealed. It is shown that the modernization of educational activities through the optimization of the directions of preparation and the content of educational programs, the restructuring of the organizational and staff structure of the university is the basis for the capitalization of the educational, scientific and technological results of the university. The set of key criteria for assessing the quality of education proposed by the author will allow obtaining objective information about the state of the quality of the educational process at the university, trends in its changes and the reasons that affect the level of education. The paper also proposes a mechanism for restructuring the organizational and staff structure of the university (in terms of faculties (institutes), departments), which makes it possible to increase the efficiency and effectiveness of the university. The target audience of this work is the management of the Federal State Budgetary Educational Institution of Higher Education "Omsk State Technical University", heads of educational organizations in the region, as well as developers and managers of educational programs.
