The Project of the law is devoted to amending the Federal Law "On Concession Agreements" dated July 21, 2005 No. 115-FZ in terms of the requirements for participants for the competitive selection for the right to conclude a concession agreement. The need for changes is dictated, first of all, by the needs of participants in the emerging concession market. Concedents and concessionaires need stability and predictability of tender procedures, which is not provided by the current version of the law. The introduced changes do not harm the flexibility of selection and will have a positive impact on the concession market, since the pre-selection procedure will be more thoroughly regulated.
