Media Self-Regulation Mechanisms: Russian and Foreign Experiences

This work is devoted to the actual problems of media self-regulation as an institution of civil society in Russia and abroad. The work reviews the main theories and concepts that relate to media ethics, self-regulation and state regulation of the media, considers the history of the institution of media self-regulation and identifies the prerequisites for the formation of this system. It also reviewed legislative initiatives and documents regulating the work of the media, and current changes in state policy regarding the media. The work of foreign media self-regulation structures in more than 100 countries around the world was analyzed, and a survey of representatives of such organizations from more than 10 countries was conducted. But to a greater extent, the work is devoted to Russian media self-regulation, and therefore an entire chapter is devoted to the work of the Public Collegium for Press Complaints, as the oldest and most recognizable institution of self-regulation in Russia. All decisions of the Collegium for 16 years of its work are classified, strengths and weaknesses are identified, and recommendations are developed that can help the Public Collegium become a more effective organization of media self-regulation. The work also contains the opinions and forecasts of media experts regarding the future of media self-regulation in Russia. The practical significance of this thesis is due to the identified patterns and problems, as well as specific proposals and recommendations that can be used to improve the efficiency of media self-regulation organizations in Russia. The theoretical significance of the study lies in the ability to use the collected array of theories and scientific papers on the topic of media ethics and self-regulation by other researchers, as well as university students studying journalistic ethics and media theory.
