The Genesis of Modern System of Legal Regulation of Sports in Russian Federation

The legal regulation of the sphere of sports and physical culture in the modern sense in Russia has existed for several decades. However, talking about the formation of the model of governance in the sphere of sports and physical culture, of course, it is necessary to consider the historical aspect. This work the features and stages of development of public administration system in the sphere of sport and physical culture from the era of Peter the Great to the present time are studied. Also the problems faced by the system of management of the sports industry in different periods of the XX century are considered. The paper identifies the factors influencing the regulation in the sphere of sport and physical culture in the Russian Federation, and also gives normative legal acts regulating the sphere of sport and physical culture in the Russian Federation. Despite the constant reorganization of governing bodies in the sphere of sports over time the regulatory system has acquired a certain structure, and now the structure of state administration of the sphere of sports is based on the built-up vertical of power, which is divided into several levels - federal, regional and municipal. Most of the regulation of this sphere is formed at the federal level, while regional and municipal levels implement state policy in the sphere of sports, as a rule, borrowing the provisions of federal legislation, taking into account their territorial features. Development of the normative-legal base in the sphere of sport over the past decade was aimed at improving this system of governance in the sphere of sport and determining the powers of its subjects, creating conditions for physical culture and sports of different categories of the population, creating conditions for the training of high-class athletes, as well as creating safety requirements at sports venues. Methods of research in this work are the method of theoretical analysis, the study of scientific and practical materials on the topic of research, documentary analysis and comparison. The theoretical basis of the graduate qualification work are the works of Alexeev S.V., Arkhipova Y.N., Buyanova M.O., Galkin V.V., Zuev V.N., Evseev Y.I., Melnikova N.Y., Olkhovsky R.M., Chebotarev A.V., Shamardin A.I. and others.
