Internships as a Method of Employees Attraction in Public Sector Organizations (on the Example of the Moscow Government)

Today, within the framework of human resources management, special attention is paid to attracting young professionals. Each organization strives to fill its staff with young, ambitious and competent personnel. This allows to rejuvenate the staff, introduce new knowledge and approaches, and increase the motivation of the staff to change. One of the most popular and effective methods for attracting young people is an internship. Recently, the public sector, due to the shortage of young personnel and the "war for talent" with the private sector, has also actively used the internship method in its structures. Therefore, the purpose of this study is to identify the features and problems of such a method of attracting personnel in the public sector as an internship and consider it on the example of the Moscow Government. Within the framework of the research, the analysis of domestic and foreign literature, regulatory documents and documents of organizations is carried out. For the study, questionnaires and interviews were also conducted to identify factors that influence the opinion of young professionals about internships and work in the public sector in general. The survey data were analyzed using the methods of descriptive statistics, correlation and comparative analysis. The results obtained can be used as a guide for HR professionals in public sector organizations when creating a high-quality recruitment process within internship programs. Careful analysis in human resources management will make the process of hiring young employees more efficient.
