Methodological Recommendations on the Personnel Policy of Civil Servants as a Tool for Countering Harassment in the Workplace in Public Authorities

Sexual harassment and violence (harassment) in the workplace have become one of the most discussed issues of our time. A large number of known cases of harassment in the workplace indicate that this problem has not been resolved. The closed nature, as well as the specifics of the gender distribution of employees in government structures, increase the likelihood of harassment. The purpose of this study is to develop guidelines for personnel services of public authorities aimed at combating harassment in the workplace. The study also provides theoretical information on the problem of harassment, its concept and consequences, approaches to researching the problem, analysis of the regulation of harassment in Russia and abroad (using the example of the United States), as well as Russian and foreign (using the example of the United States) cases of harassment in government bodies. As a result of the work carried out, the need for regular explanatory work for employees was identified, forms of their implementation were proposed, as well as a step-by-step process for resolving conflicts based on harassment. Thus, recommendations were proposed on the implementation of a policy of countering harassment in public authorities (the proposed recommendations can be applied not only in public authorities, but also in other organizations).
