Gender Aspects Of Dissability Policy In Russia In 2010-2020

The scientific relevance of the study is since the policy of protecting the rights of disabled people, including them in social life, is at the stage of formation in modern Russia. In Russian society, people with disabilities still face not only health problems, but also social pressure and social exclusion. The purpose of the study is to identify the role of the gender aspect in the implementation of policies aimed at protecting the rights of persons with disabilities in modern Russia. The theoretical basis of the study was the concept of intersectionality, according to which different practices of exclusion and discrimination can reinforce each other. The following methods are used in the work: case study, expert survey, interview, analysis of documents (normative legal acts), secondary data analysis (statistics of the Ministry of Health of the Russian Federation, reports of international organizations). The need for a theoretical understanding implemented in modern Russia, public policy concerning disabled persons since without their systematic study is impossible to develop recommendations for correction and improvement policy to protect the rights of persons with disabilities. The main conclusions of the study. The gender agenda is not a priority in the social policy of disability implemented by the State. Currently, the state considers disabled people as objects of social protection as a single social group, without any gender differentiation. Among the public organizations aimed at protecting the rights of disabled people, we can distinguish associations of disabled people themselves, as well as organizations created by non-disabled people for social support of disabled people. At the national level, there are currently a large number of organizations aimed at protecting the rights of persons with disabilities, but they do not pay much attention to the specific rights of women with disabilities. At the regional level in modern Russia at various times there were quite a large number of organizations of women with disabilities, many of which have ceased to exist. Based on this, it can be concluded that the interests of women with disabilities in modern Russian society are underrepresented, and it seems appropriate to create all-Russian public associations aimed at protecting the rights of women with disabilities in those areas where they are most discriminated against labor rights, reproductive rights, and protection from violence. Interviews with experts on the issue of disability give reason to believe that the topic of disability is included in the agenda of both government authorities, public organizations, and social researchers. All respondents noted an improvement in the situation of people with disabilities. Respondents positively assess the results of the implementation of the "Accessible Environment" program, especially in the capital. However, they agree that the process of creating an accessible environment is not yet complete. The main obstacle for creating an accessible environment, as well as for social policy in the field of disability in general, was identified by the respondents as a lack of funding. Many respondents also noted a negative attitude towards people with disabilities in society. As a necessary condition for improving the effectiveness of social policy in the field of disability, many called measures aimed at its democratization. Discussions on the gender component in disability social policy are not currently underway, and respondents are not well aware of the gender-sensitive transformation of disability policy.
