Legal Regulation and Implementation of State Policy on the Protection of Cultural Heritage Objects in the Russian Federation

Graduate qualification work is devoted to the study of the peculiarities of state legal regulation in the field of protection of cultural heritage objects. During the study the gaps in the legal regulation of the preservation and protection of objects of cultural patrimony were considered, including the classification of the considered objects, the synonymity of the definitions of "cultural values" and "cultural monuments". The issues of productive interaction between public organizations and public authorities, the legal aspect of the implementation of volunteer movements, as well as the development of public-private partnerships for the preservation of cultural heritage as a historically important element of the national patrimony were studied. The analysis of foreign experience and state support for the preservation of historical and cultural values was carried out. It seems that this study will complement the already existing comprehensive scientific research in the regulation of the protection of historical and cultural values and substantiation of participation of Russian public organizations in the field of protection of cultural heritage and their interaction with the public authorities on this issue. The expected results of the graduate qualification work are: defining the concepts of objects of cultural heritage, cultural values and historical and cultural monuments, conducting a comparative legal analysis of state support in the field of protection of cultural values in the Russian Federation and foreign countries, studying the issue of public-private partnerships in the studied area, solving problems in implementing state policy in the field of protection, conservation and popularization of cultural heritage in Perm Krai in modern conditions.
