Information Technologies in Russian Civil Procedure

The present study is devoted to the problems of introduction of information technologies in Russian civil procedure. The use of information technologies in the civil process is derived from the social changes and scientific and technological progress. The judicial system, as a part of society, cannot remained unrecognized such changes. Due to the introduced epidemiological restrictions, the relevance of the use of information technologies in civil proceedings has significantly increased. The courts introduce special conditions for the reception of citizens, meetings are recommended be transferred to a remote format, the work of commercial organizations is carried out remotely or according to special schedules, the elementary movement of representatives of the parties to the dispute across the country is complicated, which means that getting to the court session is often difficult. The legislation of most countries was not ready for the transition to the resolution of cases in the "online" mode. So, this led to the creation of a new institution the Russian civil law process – participation in a court session with the help of «web conference». The disadvantages of using already existing information technologies in the judicial process have been revealed in a new way, because such information technologies should not only be regulated by law, but also be "suitable" for use by the professional community. The practical implementation of technologies is going faster than the corresponding relations receive their theoretical substantiation and legal regulation In the first chapter of the study, the author reveals the concept of information technology in civil procedure, investigates international practices of its application in the judicial process. In the second chapter of the study, the author examines the use of particular information technologies to ensure access to justice in Russian civil procedure.
