«Social Network Analysis as a Tool for Improving the Strategic Planning of the Urban Environment (the Сase of Moscow)

Abstract World experience shows that more and more cities are integrating stakeholders and taking their interests into account. This means that the coordination of actions of city authorities and stakeholders in strategic planning becomes one of the most important tools of the management process. The purpose of this study is to identify significant groups of influence in the development of a smart city and test the method of stakeholder analysis as a tool for strategic planning of the urban environment. The potential of applying social network analysis in the context of urban strategic planning was shown. The analysis revealed that most of the problems that arise in the planning process in Moscow are complex and involve the participation of two or more groups of stakeholders, i.e. joint actions. The lack of regulation by the legislative authorities and the violation of confidentiality and misuse of data by public civil servants and infrastructure providers are the greatest obstacles to the effective implementation of the smart city strategy in Moscow.
