The Legal Status of the Central Bank of the Russian Federation

Domestic violence is the systematic repetition of acts of physical, economic, psychological, sexual violence against loved ones that are committed against their will in order to gain power and control over them. The problem of domestic violence is not new for the Russian state. This problem has been formed for years and even centuries - from Ancient Russia to modern Russia. Many studies conclude that this way of life was formed back in the 16th century, when «Domostroy» was written, which was a set of rules on how to treat households. It turned out that law enforcement practice, as well as standards of behavior in society, contributed to the fact that husbands had every right to beat wives, children and serfs. The 19th century brought to life something new. The written right became complicated, and the views of society on the possible and proper changed. The Code of Penalties for Criminal and Correctional Offences of 1845 demonstrates the position of the legislator that is very close to the modern one. In general, Russia in this era was no different from other powers and went in a general stream aimed at a leisurely but steadily softening morals. By the end of the existence of the Russian Empire, society was already showing a willingness to emancipate women and completely prevent beatings in the family. During the existence of the USSR, family relations were regulated through appropriate state policy, which may have been excessive. However, it should be noted that the absolute lack of regulation of the moral and spiritual sphere, which followed the collapse of the Union and the transition to a new, "market" mechanism for coordinating public relations, also did not bring us benefits. At the present stage, acts of domestic violence are committed every hour in the Russian Federation, which is expressed both in the form of physical and economic, psychological and sexual impact. Domestic violence occurs in all regions of the Russian Federation. Acts of violence occur in families of different social or ethnic backgrounds; this problem goes beyond privacy - it concerns the whole society.
