Responsibilities
Coordinates HSE's research and analytical work in the fields of law, public and municipal administration and economics, including:
- expert and analytical support for government agencies in the fields of law, public and municipal administration and economics;
- research activities related to applied research in the fields of law, public and municipal administration and economics, including those carried out in accordance with state assignments for HSE.
Coordination of the following areas and types of HSE activities:
- legal support for HSE activities;
- development and implementation of HSE intellectual property management policy;
- ensuring HSE's compliance with Russian Federation legislation on combating corruption;
- internal control and audit of the financial and economic activities of HSE University.
Coordinates the following structural divisions:
- Institute of Public and Municipal Administration;
- Research Center for Expertise and Legal Regulation;
- BRICS International Center for Competition Law and Policy;
- Institute of Security Studies;
- Centre for Industrial Policy Studies;
Provides overall management and overall coordination of the following divisions:
- Internal Control and Audit Department;
- Directorate for Control and Prevention of Corruption Violations;
- Directorate for Support of Academic Supervisors.

Education, Degrees and Academic Titles

According to the International Standard Classification of Education (ISCED) 2011, Candidate of Sciences belongs to ISCED level 8 - "doctoral or equivalent", together with PhD, DPhil, D.Lit, D.Sc, LL.D, Doctorate or similar. Candidate of Sciences allows its holders to reach the level of the Associate Professor.
A post-doctoral degree called Doctor of Sciences is given to reflect second advanced research qualifications or higher doctorates in ISCED 2011.
