As of January 1, 2025, new regulations apply to the sale of SIM cards to foreign citizens and stateless persons. All SIM cards purchased before January 1, 2025, must be re-issued by July 1, 2025.
3 Steps to Register / Re-issue Your SIM Cards Starting from January 1, 2025
Prepare the required documents and data:
- Accessible email address
- Identity document
- for foreigners — passport of a foreign citizen
- for stateless persons: temporary residence permit / residence permit / refugee certificate / certificate of temporary asylum in the Russian Federation
- Notarised translation of the passport of a foreign citizen. This can be obtained from either:
- a notary — have the document translated by a translator recommended by the notary and have it certified
- a translation agency
- Extended migration card — for visa-free foreign citizens
Visit a bank branch where you can apply for the following services:
- SNILS
- Confirmed account on Gosuslugi.ru (State Services)
- Confirmed biometrics

Visit a branch of the relevant mobile operator with all the above documents and data.
Also provide:
IMEI — a unique number that is assigned to each device with a SIM card and consists of 15 characters. It can be found:
- on the back of the device box
- by dialling *#06#
- in the device settings
- on the device body
- in the device documents
The number of active SIM cards you own or use.
For new customers — read and sign the agreement.
To re-register existing SIM cards — sign a data update application.
Activate the SIM card at the operator's office or independently on Gosuslugi.ru.
