The Impact of New Housing Construction on Social Infrastructure Using New Moscow as an Example

The expansion of urban areas and the development of infrastructure are key challenges of urbanism. Housing construction often outpaces the creation of schools and hospitals, which worsens quality of life. In New Moscow, which has been actively developed since 2012, such problems are also present. The purpose of this work is to assess the temporal and spatial gaps between the completion of residential complexes and the emergence of social facilities. Based on data on residential complexes in New Moscow, collected using the 2GIS service, a geospatial and econometric analysis of delays in infrastructure construction was conducted. The differences between private and public infrastructure are considered. Quantitative results reveal a 24.1\% faster growth rate of pharmacies (vs. 9.4\% for schools) per log-area unit, with temporal lags showing 0.058 fewer pharmacies annually in newer developments (p<0.001). Spatial models indicate commercial infrastructure covers 92\% of variance in high-density zones (500m radius), while public services explain just 30-45\%. The study emphasizes the need for a more balanced approach to the development of social infrastructure in rapidly growing areas.
