Evaluation of the open data implementation effect in Public Administration

<div>This study is devoted to the problem of evaluation tof the open data implementation effect in Public Administration</div><div>&nbsp;</div><div>The chief aim of the paper is to evaluate the potential of the development industry in Russia by the relevant evaluation &nbsp;techniques in the field of open data</div><div>&nbsp;</div><div>There are three main tasks:</div><div>&nbsp;</div><div>1) To determine the potential use of open data as an innovative approach to improve governance</div><div>2) To analyze the approaches to assessing the impact of open data</div><div>3) To evaluate the effect of the construction industry on the basis of case studiesThe object of research is the openness of data, the subject is the effect of the evaluation of data openness in public administration in the field of development.</div><div>&nbsp;</div><div>These objectives have been achieved by the following methods :</div><div>&nbsp;</div><div>1) content analysis ;</div><div>2) expert interviews;</div><div>3) Case Study</div><div>&nbsp;</div><div>In the course of the study were the following main conclusions:</div><div>&nbsp;</div><div>1) The wide spread of openness trend is associated with success paradigms such as New public management and Good Governance;</div><div>2) evaluation of existing methods emphasize the progress made in the use of open data , the development of telecommunications infrastructure , and not on the assessment of the effect of their use. Actual methodology for evaluation of the open data effect are imperfect, because they are based almost entirely on expert estimation ;</div><div>3) Evaluation of the effect of open data should take into account both the social dimension ( involvement of citizens , transparency, public accountability ) and economic ( cost impact on economic growth ) . The example of two cases from the development industry demonstrates that the use of open data gives a certain effect on the transparency and the costs that relative to the second case were estimated at $ 11 million per year.</div>
