Implementation of the Principles of Open Public Administration on the Basis of Mobile Applications

<p align="JUSTIFY" style="text-indent: 0.75cm; margin-bottom: 0cm; line-height: 150%"><font face="Times New Roman, serif"><font size="3"><span lang="en-US"><i>Evolution of information and communication technologies along with growing popularity of mobile platforms has provided government a new format of communication with society. Today there is an observable growth not only of e-services (which means using a computer), but m-services as well (which means using mobile phone or tablet). Mobile applications became an instrument of citizen&#39;s participation in public services&#39; development and improvement. This participation can be achieved by using open governmental data for creating new mobile services and by crowdsourcing information. Author makes an assumption about correlation between the level of public value and spread of m-government services. On the basis of russian and foreign experience, successful practices of using open data for boosting transparency between government and society are explored. Existing problems and possible solutions are mentioned as well.</i></span></font></font></p>
