City Education Policy: Case of Moscow

Today the problem of education and its reforming is given a considerable attention by the government and by consumers of educational services. Increasing interest in this area of social policy can be linked first and foremost with the fact that the educational system is mapping the future of Russia and its competitiveness in the international arena. The study focuses on one of the most controversial education reform in Moscow – the state program "Capital Education". The need for educational reform is long overdue, but reform in 2015 has caused a wide resonance, especially among the direct consumers of educational services, which have a mixed opinion on the reform. The research problem is reduced to the contradiction of urban politics in the regulation of education in Moscow and the urban governance education, that is the real problem to the progress of the reform and its effectiveness. The research question of the work is why official measures of reform does not correspond to the real execution of the reform.
