Open Data as a Tool of Development of Education Quality Assessment

Recent reforms in school education have increased the role of independent assessment of education quality. Open data is one of the most important sources of information for independent assessment. Despite the fact that the conditions for the development of open data have been created and governments publish large amounts of information, quality, depth and topics of data are insufficient for independent assessment. The research paper presents a methodology for assessing the authorities' disclosure of educational data in Russia and conducts this assessment. Based on this assessment, some disclosure recommendations are proposed for the authorities in order to maximize the socio-economic effect of data publication.
