The Development of Mechanisms for Assuring Quality of Medical Care Services

The master's thesis contains 111 pages of principal text, 11 tables, 14 illustrations and 106 names of used sources. The master's thesis includes the introduction, 3 chapters, conclusion and the reference list. Key words: medical care, medical services, quality of medical care, assuring quality of medical care services, regulatory authorities, health insurance. The rationale for choosing of the defined theme, the purpose and objectives of the research, the object and the subject are given in the introduction. The purpose of the study is to examine the quality control system of medical assistance at the present stage and conceptual substantiation of ways of improvement of mechanisms and instruments of quality control of medical care. The main results of the study: 1) A transition of financing of health services in the insurance model, enshrining the right of citizens to choose the form and insurance programs is proposed in the study. Citizens whose income is not less than 3 minimum wages per family member, are suggested to be translated into a program of voluntary health insurance (VHI), which will include a package of compulsory health insurance (CHI). The development mechanism of individual VHI by the state stimulating will serve as tax deductions for individuals who have concluded corresponding contracts. 2) A model of structure of the quality control of medical services system and its execution is proposed. Levels of control were structured with the consolidation of powers, enhancing the effectiveness of identifying deficiencies by the each element of the controlling system. 3) In the master's thesis was updated and expanded the methodological approach, assessing the quality of medical services, based on optimizing the choice of evaluation criteria depending on the forms of medical care (hospital, clinic), algorithmically at appropriate levels of control.
