Communicative Competence as a Factor of Leader Managerial Success in Public Service

The most of modern professions has the own criteria allowing to select the most suitable candidates for a position. This criteria called competences. Public administration isn't an exception and also is characterized by a large number of the various parameters providing efficiency of the employee and his success. The success can be objective, reflecting a certain level of proficiency technical skills, and subjective, based on personal features of each specific person. In process of advance on a career ladder the increasing attention is paid to personal characteristics. However the carried-out theoretical analysis has revealed insufficient research of the questions connected with success of the head in the sphere of public administration. It was highlighted some factors making success of the leader, has been allocated to those competences thanks to which this success is reached, and the assumption of high value of communicative competence of achievement of success is also made. For confirmation of a hypothesis factorial analyses and regression analyses were conducted based on the data obtained from 144 heads of different level of public administration, which allowed us to estimate the relationship between performance. The received results can be used for further research in this area, and to act as a basis for reconsideration of some aspects in questions of competences of heads in public service.
