Work Motivation of Public Sector Employees (the Case of Pension Fund of Russian Federation)

This research is aimed at studying of motivation of public sector employees on the case of such a state nonbudgetary organization, as the Pension Fund of the Russian Federation. Nowadays, the public administration reform raised the issue of efficiency and quality in the provision of public services, including mandatory pension insurance. Motivation to serve to is seen as a fundamental value of the public sector, following which plays a significant role in the implementation of reforms. That is why in this work the researcher`s attention is focused precisely on what role the public service motivation plays in the structure of work motivation of employees. Most relevant theoretical and empirical sociological studies of motivation of employees of state organizations were considered to identify the conceptual framework of the research and the direction of the analysis and interpretation of empirical data. Then, 34 in-depth semi-formalized interviews with employees of the Russian Federation Pension Fund were carried out. So, the study reveals the features of public service motivation of employees of Pension Fund: the perception of citizens, who receive public service, the attitude to the political process, commitment to public organization.
