In spite of the considerable amount of research studying self-organization in such intellectual the self-organizing paradigm is not yet complete. The concept of "openness" is also not standardized and interpreted quite widely depending on the field of scientific knowledge it is used in. At this point there are no uniform methods allowing determining the level of self-organization in any given organizational system or the level of openness in said system. This justifies timeliness of this paper. The goal of this research is to analyze the correlation between the level of self-organization of the system and its openness factor. In order to analyze this correlation (or the lack of thereof) a special set of tools will be required enabling the determination of openness and self-organization levels. In this regard, these concepts have been considered in different intellectual practices to summarize their symptoms and a set of indicators was identified while analyzing the educational organization practice. The research was conducted based on these principles, revealing the presence of a linear relationship between the openness factor and the level of self-organization. The study involved forty-five educational institutions of the eleven districts of St. Petersburg. Target group: managers of educational organization, deputy heads. The result comparison and correlation analysis were conducted in order to determine the correlation (or the lack thereof) of given factors. The development of toolset deigned to measure the levels of self-organization and openness can be considered the results of this research. The goal of this research is achieved by determining the correlation between the indicators. Also provided are special recommendations for the management of the educational institutions for raising the levels of self-organization.
