Outsourcing in Public Administration: Features and Problems

In the bachelor thesis, opportunities and limitations of outsourcing using in public administration are shown. Recently, in various management practices (especially in the private sector) new technologies are constantly being developed. The main aim of such methods is to improve organizational effectiveness. Often, government use proven methods and management technologies that were effective in the business sphere. Outsourcing is an example of such technologies. The relevance of the research topic is conditioned by the need to improve the efficiency of the state functions and the provision of state and municipal services. The paper aims to identify the effectiveness of using outsourcing in the public administration in Russia and foreign countries, as well as identifying opportunities and challenges of this management technology. Moreover, the focus of the research work is concentrated on analyzing different approaches of defining the outsourcing process. The study results have been gained with the help of the thorough analysis of the city mini-buses reform of the Department of Transport and Development of Road Transport Infrastructure in Moscow and the ratio of its content with the theoretical base in order to identify signs of using outsourcing as part of the reform. The other part of the results is based on a survey of the citizens' satisfaction with such kind of public transport as minibuses after they were outsourced and comparison of the data obtained with surveys conducted before the reform. Comparative analysis has shown that the use of outsourcing in public administration really increases the level of provision of public services, which proves the hypothesis that we formulated in the beginning of the study. The results of the research paper contain a comprehensive assessment of the outsourcing process implementation in the sphere of public services in Russia in the transport industry.
