Comparative Analysis of Management Practices in Municipal Education Systems Based on Contextual Factors in The Republic of Sakha (Yakutia)

The paper presents approaches to assessing the quality of education in municipal education systems, taking into account contextual factors using clustering methods with similar characteristics that do not depend directly on the managerial influences at the municipal level. On the basis of the rating, management practices of the most successful municipal education systems in their cluster are studied. Assessment of the quality of education of municipal education systems is done using the results of rating of 559 schools of the Republic of Sakha (Yakutia) according to 35 criteria for agro-profiled schools and 14 criteria for other schools in 2016-2017. The rating of municipal education systems is based on the division of all schools into 5 groups with similar characteristics and ranking within these groups according to their ratings. And their ranking is done within clusters, which are divided into two ways: on the basis of the distribution of schools into groups and on the basis of the territorial-economic zones of the republic. Analysis of the ranking leaders shows that in such municipal education systems there are management practices related to monitoring the quality of education in order to help sustainably weak educational organizations, specific students, and also to encourage good results, stimulate personal interest of the leaders of educational organizations, teachers and parents in achieving students' success, organizing annual teacher internships and summer schools. pedagogical skills Keywords: management practices, municipal education systems, education quality assessment, contextual factors, clusterization of municipal education systems.
