The Role of Nonprofit Organizations in the Inclusive Education in Russia

Recently, there has been growing interest in inclusive education in Russia. This could possibly have happened in connection with the adoption the Law on Education (September 1, 2013), which favors inclusive education for children with disabilities. According to the law, inclusive education is the provision of equal access to education for all students taking into account the diversity of special educational needs and individual opportunities. Although the implementation of inclusive education in Russia faces a number of difficulties. For instance, the programs for social inclusion children with disabilities and promoting tolerance in healthy peers has not been developed, educational programs are also not combined. In such circumstances it is possible to talk about the role of non-profit organizations in the social services market because they can quickly respond to the needs of society, develop and provide a wide variety of programs and services in priority areas in a timely manner. Previous researches of nonprofit organizations were conducted in the context of civil society, place in the market or investigate the financial aspect of nonprofit organizations. However, there were little information about what role nonprofit organizations occupy in promoting new initiatives and service models. The purpose of this paper is to investigate the role of nonprofit organizations in building inclusive education from different points of view (governmental sector, researchers and nonprofit organizations workers).
