Systems of Remuneration of Medical Workers in the Russian Federation and Ways of Their Improvement

The problem of Wages is one of the most intractable in the economy of any industry. In addition, it is not only an economic but also a social problem — a constant source of social tension in society. Currently, in the field of health, there are various systems of remuneration. The aim of the study is to identify changes in the Systems of Remuneration of Medical Workers that occurred as a result of the implementation of the program of implementation of an Effective contract in 2012-2018, and to determine the direction of improvement of these systems. The paper shows that the implementation of the Decree of the President of the Russian Federation № from may 7, 2012 № 597 "On measures for the implementation of the state social policy", which established equal average targets for salaries of secondary and Junior medical personnel, led to a significant reduction in the number of Junior medical personnel. The following changes in the remuneration of health workers: increased differentiation of wages of health workers in the regional context; the guaranteed part of the salary of health workers has decreased, but in recent years there has been a tendency to increase it. In addition, it was found that the majority of authorities at various levels operate on the principle of delegation of authority to their subordinate institutions in the formation of regulations on remuneration of employees. However, the existing rules of spending the funds of obligatory medical staff, limiting the autonomy of medical institutions, challenges to the formation of a high guaranteed wage share of workers. The paper proposes and substantiates the priority directions of development of Systems of Remuneration of Health Workers
