Development of Quality Assurance Systems of Joint International Educational Programes

Quality Assurance is essential for the successful implementation of joint educational programs. In the Paris communiqué of May 25, 2018, the ministers of education of the countries participating in the Bologna process noted that quality assurance is the key to enhancing mutual trust, mobility and recognition of qualifications and periods of study in the countries of the European Higher Education Area (EHEA). The aim of this project is to develop a model, the basic elements of a quality assurance system for joint international educational programs (JIP) and justify the methodological provisions for its independent evaluation, as well as to formulate a project for the practical implementation of the system. The paper analyzes the development of cross-border education, explores the trends and features of ensuring the quality of joint programs in the EU countries, leading Russian and European universities. In the design part, a framework and key components of the quality assurance system of the JIP, including quality assessment tools and the organizational and economic justification of the project, were developed. Also substantiated are the methodological provisions of an independent quality assessment of the JIP. The proposed model and tools are the basis for the formation of local regulations on their implementation in the partner universities for JIP and independent agencies for ensuring the quality of education (accreditation).
