Implementation Principles of Expanding University Autonomy in the Modern Education System of the Republic of Kazakhstan

The paper focuses on the modern principles of the modernization and restructuring of the management system of public higher education institutions of the Republic of Kazakhstan through the implementation of the principles of university autonomy, consideration of the main stakeholders greater independence, as well as the development of recommendations for the transition of public universities in the new organizational and legal status, identification of competencies major governing bodies and Search new mechanisms that increase their stability and autonomy. The analysis demonstrated levels of autonomization Kazakhstan universities on the basis of framework criteria developed by the European Association of Universities, which shows that the greatest independence of higher education institutions of the Republic of Kazakhstan have in matters of staffing and academic autonomy. In matters of organizational and financial autonomy, there are significant restrictions imposed by the state and fiscal authorities. Especially important is the lack of free legal financial management mechanisms, allocated from the state budget for reimbursement for training students, masters and doctoral students, adopted on the basis of state grants. Implemented at the moment strategic moves of the Government of the Republic of Kazakhstan to provide public higher education institutions of the new organizational and legal status as a non-profit joint-stock company should significantly expand indicators university autonomy. The underlying motive of these changes is to increase the accountability of universities to society for the quality of training, results of operations, human development and education of the younger generation of the modern world. The scientific novelty of this study lies in the fact that the above analysis of the basic principles of organizational, academic, financial and personnel independence can be a useful tool in the substantiation of the choice of an effective model and modern university management structure in the existing economic, organizational and mental system of the Republic of Kazakhstan. The target audience of this study is aimed at managers and practitioners who directly carry out their professional activity in the higher education system of Kazakhstan, as well as all researchers in this area. The practical significance of the study lies in the fact that the understanding of the processes of university autonomy will help administrators of higher education institutions in strategic planning, improving institutional management models, increasing university social responsibility, increased cooperation with external and internal stakeholders, monitoring and evaluation of the effectiveness of the university.
