Internships as an Instrument of Attraction of Young Specialists at the Public Service: Experience of the Moscow Government

Public agencies are faced with a number of problems, including aging staff, the inability of employees to work in a constantly evolving world, and the need to find a new, modern approach to public administration. In order to solve this issue, it is necessary to attract young qualified specialists to the civil service. However, the process of attracting young professionals to the public sector is becoming more complicated due to the growing desire of young people to build a career in commercial companies. Therefore, government agencies should use relevant tools to attract this group of specialists. For example, an internship. Thus, the purpose of the work is to identify the features of an internship in a public authority and its impact on the attractiveness of public service for young people. Based on the literature studied, a survey was compiled for interns of the Moscow Government, as well as in-depth interview questions for the organizers of this internship program. Using the information obtained in the framework of the study, factors were identified that influence the formation of the attractiveness of public service as a further career path for interns. Also, on the basis of the obtained data, a model of an ideal internship was formed. Limitations of the study are the lack of universality of the results of the study. The results of the work can be applied when creating internships in government agencies.
