Recruitment and Retention of Young Specialists in Government Authorities: Features and Problems

It is believed that the profession of public servant is not common among young people. For example, only 19% of young people wanted to become officials in 2019, which is 3 times less than in 2016. According to statistics, the average age of officials was 55.5 years in 2016, and it was 52.6 years in 2012. There is reason to believe that the problem in providing state-owned organizations with young specialists exists. The purpose of the study is to identify the features of state organizations that affect their provision of young professionals and related problems. Secondary analysis of the data was used, as well as analysis of empirical data collected by conducting interviews among 21 respondents, among whom were employees, former employees and potential employees of government bodies under the age of 35 years, was made. As a result of the work, it was determined that the features of state organizations that recruit specialists, and the features that subsequently retain them, are different. It was also revealed that organizations miss out the majority of employees on the retention stage.
