Subjective Need for Preschool Education and the Strategies for Their Implementation by Modern Parents (Using the Example of New Moscow District)

The topic seems relevant since the problem of accessibility of preschool education in Russia is particularly acute for the last 20 years. The number of kindergartens was decreasing throughout the country until recently, and although there has been a trend towards improvement in recent years, the situation remains disappointing. Despite the fact that huge queues for getting a place in kindergarten were decided by compaction of groups, the load on kindergartens continued to increase. The problem of shortage of places in preschool institutions is aggravated by the growing demand for preschool education of children from parents, as well as an increase in the level of confidence in kindergartens. One of the promising ways to address the shortage of kindergartens, overpopulation of groups and related problems is development of the private sector of preschool institutions. Parents, being participants in educational relations and the main customers of educational services, influence how the educational sphere will develop in the future, in particular, what functions the institute of preschool education will perform. Consequently, the key question of this study arises: what is expressed in the subjective need of modern parents in preschool education and what strategies for their implementation are used by them?
