Non-Profit Organizations as Providers of Social Services in the Kyrgyz Republic (at the example of the State Social Contract)

The path of non-profit organization (hereinafter – NPO) in the field of social services began in the Kyrgyz Republic in 2008. At that time the Law of the Kyrgyz Republic “On State Social Order” (hereinafter – Law of KR on SSO) was adopted, which created a legal basis for the provision of social services to the population through NPOs, which are funded by grants from the State Budget of republic. After the adoption of this law there were appeared a new instrument of the provision of social services by NPOs, as well as a new method of interaction between state and municipal authorities with NPOs in the field of social services. Before the adoption of Law of KR on SSO, social services were provided by governmental bodies, or by NPOs with financial and technical support from various international organizations. For more than 10 years, only one governmental body - the Ministry of Labor and Social Development of KR implemented the Law of KR on SSO . Only in 2019, other ministries and departments, some local authorities began to use the SSO mechanism for the provision of social services. However, there are many problems associated with the SSO mechanism, which are considered as NPOs' barriers in the field of social services. The author analyzes the barriers and other problems in the activities of NPOs, that provides social services of the population within the framework of the SSO mechanism. The master's thesis consists of three chapters, conclusion, bibliography, as well as applications.
